Abilities:
621 has all of the abilities Jumba eventually perfected in Stitch. In addition to standard Experiment abilities (i.e. climbing walls, eating almost anything, retractable second set of limbs.) he can see in the dark, lift objects three thousand times his size, is bulletproof, fireproof, and has a natural tendency towards anything that can cause the most destruction. 621 can also roll into a ball for increased mobility, move faster than most earth animals, and escape capture relatively easily. He also has a brain as fast as a supercomputer, though sometimes instinct or other paltry anomalies like emotion can get in the way. 621 is one of the few Experiments Jumba programmed with advanced speech; he can speak English as well, and sometimes better, as his creator.
Not only this, but because of his own actions in the past and being further tested in Federation Labs, 621 has the ability to mutate and transform into a bigger, stronger, and infinitely more ugly version of himself. In this tall, gangly form, 621 is much more formidable an opponent than before. His strength is doubled, as is his durability. His transformation makes him very difficult to fight; he becomes stronger physically than any of Jumba's other creations.
Weaknesses:
621 isn't as strong as Stitch in his regular form, so he doesn't sink in water as easily. Just in general, the green monster is weaker, clumsier, and all around less-intuitive than his younger brother. However, in his secondary form, he is extremely vulnerable to drowning. Not only that, but his second form can only last for as long as a few hours, and after that time 621 becomes so tired that he has to nap for at least as long as he was a monster, and eat before he can return to full strength.
Personality:
All of Jumba's Experiments are created nasty, naughty, and bad, but 621 has a particular streak of downright evil all his own. He is not only cruel, but sadistic, enjoying others' pain and misfourtune and delighting in causing it. He's manipulative, willing to cheat any situation, whether with tools or the emotions of others, to his own favor. He's self-absorbed, which finally opens the skinny trog up to horrible jealousy. 621's greatest downfall and personality trait is a superiority complex; he desires the favor---in the form of fear, mostly---and recognition of the universe, but most importantly and perhaps the most secretly, that of his creator. Unlike a good many of Jumba's more simpleminded creations, 621 has been very aware of his identity as a genetic freak since his activation, and has a terrible loathing of being seen as inferior in any way. He is desperate to prove himself, and now, after his experiences imprisoned in a Federation Lab Facility, 621s personality has gained a cunning, ruthless, and careful air. Learning from his former recklessness, he isn't as quick to take any action in order to prove himself. Instead, 621, the longest-active mutant in his line, has discovered how to bide his time and strategize with that super-computing brain of his. He still has a fiery temper and bouts of spontaneous crazed merriment, but it's more under his control. Impulsive is one thing 621 strives not to be.
621 is very proud that he was meant to be the ultimate monster, and still believes that Jumba made a mistake in moving on and trying to improve upon him. He is driven singlemindedly towards revenge on his successor and 626's new family (which disgusts him) and has adopted the view that all of his fellow genetic alien mutants are the superior race. It's not that he disagrees with the idea of 'Ohana'...621 just hates anything outside of an Experiment's original purpose. It all goes back to this; if the green monster can prove that Experiments should do what they were made for, like evil, and he accomplishes it where 626 has failed, he believes he will finally feel the fulfillment Jumba never gave him. This is the twisted logic of a mutant alien!

Past:
621 first opened his eyes in Jumba Jookiba's laboratory. As his molecules were fully charged in his containment pod, he watched his creator inspect him through the glass and comment on his 'wonderful ugliness, but skinny limbs and disappointing size.' He heard Jumba rant and rave about how genius he was to creat the ultimate evil monster in the galaxy, and was proud to have that title for himself. Jumba released 621 into the field, explaining that he was the latest in a hundreds-long line of illegal genetic experimentations. The pickle-colored alien never got to meet most of his 'cousins'...a few were around during his first few weeks, but Jumba mostly kept the others dehydrated and collected in pod form for less hassle.
621 was built to destroy and cause mayhem as often as his creator pleased, and he was satisfied with it.
But no sooner had 621 begun hunting the asteroid field for DNA, which Jumba needed for the creation of a teleporter, than both maker and creation were disappointed. 621 learned that he was not a success, according to Jookiba's standards, at least. He should be stronger! Faster! More cunning! Greater! 621 dodged Galactic Federation patrols and brought back as much DNA as four arms could carry to the secret lab, giving the four-eyed scientist a demonstration of his skills and combat talents, but it was never enough. Jumba went back to the drawing board, furious that he hadn't achieved the goal of the ultimate monster after all.
621 hated this.
Jumba sent out his minion for more and more rare genetic code from aliens around the universe. 621 collected the claws, teeth, hair, and antannae of countless otherworldly monsters, his only thanks the disappointment of his father figure. Jumba used what his failed Experiment brought back to create five more younger siblings to 621, each a step closer, but never reaching the ultimate goal of the perfect abomination. Jumba got the money for them from Dr. Jaq Von Hamsterviel, a gerbil-like collegemate of Jookiba's. Hamsterviel made a few tyrannical appearances in the lab once or twice to see how they were progressing, but never did much more to help create the newbies.
621 despised most of them for trying to replace him and brought back as much faulty and useless DNA as he could to slow their creation down, though one or two made sense. At first, Jumba reasoned that the most evil thing in the galaxy was himself and attempted to do his own cloning, but all he got was 622, a miniaturized, tantalog-speaking mini-Jumba. Then 623 came around because the fatty realized that training might be the way to get 621 up to par; no such luck. 623 was obsessed with only one style of fighting and therefore useless to teaching 621 how to become a better monster.
624 was interesting, if a little off-topic. Jumba discovered one or two of his previous Experiments might have a tendency towards actually behaving themselves. He couldn't have that, so he created this new, pink sister of 621's to turn them back to the dark side. She was only activated briefly to prove that her siren song actually worked, then was dehydrated into pod form like the rest.
Jumba got back on track creating 621's replacement with 625. This yellow fluffball could do everything 621 could...therefore as long as this younger sibling was active, 621 bullied him mercilessly and with extreme hatred. Fortunately, 625 was an even worse flop than the mohawked mutant; all he ever wanted to destroy was a handmade sandwich. Jumba must've put in too much of his own appetite and not enough evil. DNA couldn't fix everything.
Hamsterviel checked back in with his shady business partner at this point. 621 overhead the video call from the gerbil. The ratface Doctor surprised Jumba by saying he had a shiny new lab on an asteroid built for the fatty to continue his experiments in; "No more sneaking around like some oh-so-sneaky criminal underground, eh, Jumba?" Delighted, the four-eyed genius took his genome for the latest monster on a trip to the new facility, leaving 621 behind to guard the teleporter.
Then, on a dark and stormy night on his brand new laboratory, Jumba created Experiment 626. 621 heard the story far too often from his excited master. Apparently Dr. Hamsterviel had laid a trap for Jumba at this 'new lab.' The hamster villain was tired of splitting the wages with his partner and wanted all of 621's brethren for his own wicked purposes. Hamsterviel ratted Jumba out to the Galactic Federation for using Galaxy Defense Industries' resources to create 'illegal genetic Experiments.' No sooner was 626 complete in all of his blue, fluffy, evil glory, than soldier's blasted their way into Jumba's lair. Before 626's molecules could be fully charged, they siezed Jumba and his new monster and tried to arrest them. 626 proved his mettle as the ultimate weapon by escaping and setting Jumba free, fleeing back to their old lair where 621 got to hear all about it.
Jumba began replacing 621 right away. He went on and on about how excellent 626 was, and the blue trog certainly lived up to the hype. He scampered from planet to planet with the teleporter, collecting more DNA twice as quickly and destructively as 621. The green mutant tried everything; sabotage, even stealing tools to try and out-think his stronger brother, but nothing beat Jumba's latest. Desperate, 621 hatched a bolt plan. He knew his way around the lab. When 626 finally collected enough foreign DNA, 621 stole it and stuffed it into the mutator machine. Jumba sent one monstrosity to stop the other, but it was too late. Yearning to become superior, burning with hatred against 626, 621 mutated himself into a horribly ugly, super-tall, super-strong version of himself. He had 626 on the ropes in a furious fight, his strength finally equal to the task. Unfortunately, the new form and burning fury clouded his judgement and 626 outsmarted his green cousin, electrocuting 621 into unconsciousness.
621 thought he had been dehydrated, locked away like so many of his troublesome predecessors. Instead he woke up in Galaxy Defense Industries' labs. He'd been captured by Captain Gantu and the Federation, but 626 and Jookiba had escaped custody. For four years, the Experiment was experimented on. The Grand Councilwoman wanted to know more about Jumba's illegal creations in order to stop them rampaging, so she authorized probing and testing the one they had. Eventually, 621 was able to return to his original form and change into his secondary one at will, but it had side-affects.
Using his language programming to ask about Jumba earned him knowledge over the years; apparently his maker and that show-off 626 had been finally caught and sentenced to life in prison...until 626 escaped to Earth. Instead of gassing the planet, The Grand Councilwoman offered Jumba his freedom for the ultimate monster's capture, and the overweight alien accepted. 621 heard strange tales from that point on; unbelievable stories that 626 had changed, adopted by one of the Earthlings as a kind of pet, calling himself 'Stitch', turned good. The stories floating around the GDE Lab said Jumba had joined him, and they were part of some insipid Earth family. It got worse. He heard Hamsterviel was back, trying to gain control of 621's fellow Experiments, and set them all loose on the Area 51 Planet...where they got infected by whatever goodness germ that world held, too. They were all model citizens with names of their own, or so the story went, even after Hamsterviel pulled some cloning stunt and got himself imprisoned, too.
When 621 heard this last bit of news, he knew it was time to strike. Using his mutant form, the green gremlin finally freed himself from the labs after five miserable years and took off on the first cruiser to Earth. Along the way, he video-called Jumba, certain that the rumors couldn't be all true. Maybe the others had malfunctioned and turned good--of course it was easy to accept that 626 was a failure, just like 625 and 600 and all the rest--but his maker would never turn good. 621 knew the creator. He loved evil more than anything! 621 would simply call, and Jumba would realize that he should've quit while he had been ahead...they could talk about why he'd never busted 621 out of the labs later.
But Jumba answered the video dressed in Earthling cloth and bewildered to see his old creation. 621 was stunned and shaken when Jumba insisted he give up his naughty ways and join their 'Ohana', whatever that meant. Enraged, 621 ended the call and hatched a bold new plan. So it was true, then? The other six hundred twenty-five Experiments were corrupted by whatever was flawed in Stitch. Well, 621 would see about that. He would prove to Jumba that he was the best...and he'd get his fellow Experiments to help him do it. The entire galaxy would fear the number six-two-one, and everyone would revere him and his brethren as the superior beings!
The first step was to get some backup. Now Jumba knew he was coming, and 621 wouldn't have time to act out his plan if 626 got involved. He landed on Hawaii, and with plenty of practice from his DNA collecting days, snuck into Jumba's ship. The four-eyed fatty still hadn't changed his database password. 621 learned everything he needed and more; Jumba had actually created a 627. A trog capable of out-muscling the great 626! Perfect! 621 carefully stole the orange monstrosity's pod and escaped to Niihau, an island the Earthlings called 'forbidden'. It would act as his base of operations. After activating 627, 621 convinced the bigger, stronger alien to join his cause with talk of revenge and mayhem. If 627 ever got out of hand, he knew he could transform and knock some sense into the overconfident cone-head.
The second part of the plan would take patience. 621 would go to each of the goody-goody cousins and make them remember their purpose. They would join him, and together, they'd pound Stitch and his whole stupid Ohana into the dirt...and Jumba could watch.

"Heee-hee-heh-heh-heh-haaa! I knew it! I knew it!" Jumba never thought he would hear Experiment 621's nasally laugh again; it crackled loudly through the static of the videophone. The scientist scrambled to turn down the volume with a glance over his shoulder, hoping that Little Girl and Larger Girl hadn't heard. The naughty uncle knew he'd be very busted if Lilo found out he'd never told her about 621.
"Please to keeping it down, 621! Is past evil genius bedtime on Earth." He hissed.
621 wasn't listening. "I knew there was something wrong with that 626! He really did turn good? Not so great now, huh?"
Jumba tried not to be fond of how excited the green monster on the other side of the screen sounded. He'd forgotten all about the mohawk-sporting little one. Out of sight, out of genius mind. Now that 621 wasn't safely in Galactic Federation custody, he had to be converted. Best to avoid the rush and the Little Girl's wrath and do it now. "Eh, yes, yes, 626 is very much the two good shoes now. And, so is rest of evil genius creations."
621 smiled, big lower jaw stretching toothily into the camera. "Ha! Who needs them, Jumba? You've got me again! Now that I've got your coordinates, we'll be back to causing mayhem in no time, you'll see! I'll get you off that rock."
"Ehhh...actually, 621...is not so bad on Earth."
"Oh?" A look of wide-eyed surprise dropped the insectish face, going right along with the familiar alien note.
"Yes," Jumba continued, rubbing the back of his squat neck. "You see, Jumba has found something even more better than evil. I have family now, here, vis little girl and 626, and all of your, how they say, cousins."
621 spluttered. No, it couldn't be true! This was everything the laboratory rumors had said...but...it couldn't be. Jumba couldn't be so backward, just when 621 was free, just when 626 had failed! But...he had never heard that quiet, avuncular voice. Jumba sounded relaxed. Happy, but without the evil laugh. 621's giddiness dissolved into a series of disgusted snorts and insane cackles. He finally met Jumba's standards...and now those standards had changed?
"What is so ha-ha funny? Hmph, 621 always was having screw-loose." Jumba mused, almost to himself. This snapped the trog out of it.
His upper set of claws gripped the sides of the screen, lower still occupied with steering the stolen cruiser. "Better than evil! You-you-you can't be serious!"
"Am very serious! Do not be knocking it until you've tried it, 621--works for 626."
A snarl rippled through the static. "626! This is all his fault. Grrrrr---" Jumba winced as the screen filled with a flurry of green spasms. 621 was throwing a signature tantrum. After a few blurry shots of teeth and thrashing lime fists, the connection was lost, and static filled the ship's lounge area.
